这题答案是A, 我们先讨论B, C, D这三个选择为什么不能用:

Past perfect tense is used to indicate that one action occurred before another action in the past. In other words, past perfect tense indicates the first of the two actions.
选择B是使用过去完成式, 为什么不能用? 因为过去完成式的使用是基于过去两个行为/事件, 一个先发生(使用过去完成式), 一个后发生(过去式). 可是在这题考试并没有出现过去式的语句(出现的反而是: has never regretted, 也就是现在完成式语句), 所以使用过去完成式语句的条件不存在. 网友如果有兴趣可以读下面的英语解说:

选择C是现在完成式, 为什么不能用? 因为出题者很技巧地使用现在完成式来陈述李博士自从回到祖国之后从未后悔回归祖国报效的决定, 而住在国外是回国之前发生的事, 不可能再使用现在完成式来陈述住在国外的行为/事件; 否则同时出现的两个现在完成式却陈述两件一前一后发生的行为/事件岂不看起来不合逻辑.

如果我们假设李博士在北京居住与工作了五年(也就是他回国之后的事情), 他从未后悔回国报效的决定, 我们可以这样写就没问题: Dr. Lee has lived and worked in Beijing for five years, but he has never regretted his decision to come back to China and serve the motherland.

选择D是现在进行时, 为什么不能用? 因为一旦使用D的话就变成一句前后矛盾话语, 也就是说李博士不可能现在仍在外国居住与工作这么多年, 却又说他从未后悔回国报效祖国的决定.

我估计这题是设计来引诱考生去选B或C. 因为基于lived and worked abroad for many years的陈述上, 你会马上想到选择B或C. 我原先的选择也是B, 这也就是我花时间研究的原因. 当然, 选择A是可以使用, 只是你不会看到许多人使用过去式语气. 我在网上仍可以见到一些可参考的句子:
